Massport leverages PMWeb success from terminal E expansion to manage billions in capital works across all projects, serving as an invaluable system of record and enabling critical remote operations during COVID-19.
Massport (Massachusetts Port Authority), which manages facilities like Boston Logan International Airport, is an independent authority. PMWeb was initially implemented for the successful Terminal E expansion project at Logan, leading to its rollout across all Massport projects. By 2018, PMWeb was used on approximately 250 active projects and was planned to support capital plans projected at billions of dollars. Massport adopted a staged implementation and successfully migrated 30,000 contracts from a legacy system, also integrating PMWeb with their Capital Planning system and migrating extensive financial records. The system has helped Massport streamline processes, make more informed and timely decisions, improved collaboration, and served as an “invaluable tool as a system of record”. Notably, they achieved zero audit findings on a major project and found PMWeb instrumental in maintaining day-to-day operations during the COVID-19 pandemic, enabling remote work and uninterrupted vendor payments.
Massachusetts Port Authority (Massport) owns and operates three airports Boston Logan International Airport (Logan), Hanscom Field, and Worcester Regional Airport and public terminals in the Port of Boston. It is an independent authority, governed by a board of directors, appointed by the states governor.
Logan is the largest airport in both the Commonwealth of Massachusetts and the New England region in terms of passenger volume and cargo handling, the 16th-busiest airport in the United States, as well as the busiest airport in the Northeast outside the New York metropolitan area. The airport saw more than 42.5 million passengers in 2019.
PMWeb was initially implemented by Massport in 2015 for the Terminal E expansion project at Logan International Airport. This was a 2-year $224 million project that involved:
Following the success of the Terminal E project, PMWeb was progressively rolled out across all Massport projects. Massport adopted a staged approach to implementing PMWeb, focusing on addressing specific and immediate project needs first, rather than a “big bang” approach across all users. The plan was to increase functionality and integration with other enterprise systems over time.
By 2018, this included the use of PMWeb in all of the approx 250 active projects to some degree. Around 50 of these projects were contributed to by consultants, contractors, and stakeholders, using PMWeb’s security features to control what each external party can see and do in the system.
Massport managed significant capital works plans, with the FY18-22 plan being approximately $3.3 billion and the FY19-23 projected plan at $3.6 billion. Between 2018 and 2020, Massport planned to further expand consultants’ and contractors’ use of PMWeb across Work Orders, Invoices, Change Orders, and Requisitions. They also aimed for direct integration with their Financial Management System (Peoplesoft) and Asset Management System (Maximo), implement a Data Warehouse for analysis, and potentially explore using PMWeb as their Capital Planning tool instead of Hyperion.
As Massport’s use of PMWeb continued to expand, the world was hit with the COVID-19 crisis, impacting work and lifestyles across the country. Massport found PMWeb to be a significant contributing factor in mitigating the impact of the pandemic.
PMWeb has been instrumental in maintaining our day to day operations during this pandemic. Our staff has been able to work from home and continue managing their projects by reviewing RFIs, submittals, daily reports, meeting minutes, change orders, invoices, and requisitions. In addition, our contracts and legal departments have been able to generate and execute contracts and purchase orders remotely, and through the integration between PMWeb and our accounting system, we have been able to pay vendors with no interruptions.
